Noel is tested by experience

• Served as elected district attorney of Carson City for 21 years.
• Rural county representative of the State of Nevada Committee on Domestic Violence during 1988-2006.
• Experienced prosecutor with over 50 jury trials, legal advisor to county government and over 13 boards in civil actions including contract law, employment law or disability claims, use of force or police/fire liability issues, land use planning, zoning or condemnation actions, water rights litigation, property taxation actions or premises liability claims.

Noel is trusted leadership

• As DA, developed annual budget for staff of 25.5 full-time-equivalent employees, including 11 attorneys.
• In 2006, Noel received the William Raggio Prosecutor of the Year Award by the Nevada District Attorney’s Association and Nevada Council of Prosecuting Attorneys, “in recognition of exemplary service, dedication and innovation as a prosecutor and commitment to justice for all people.”
• Since 1985, Noel has been a legal topics instructor at state court staff conferences, basic and advanced POST academies, Highway Patrol Academy, Western Nevada College criminal justice classes, legal education seminars of the state DA’s association and State Bar, Legislative and Capitol Police, and Sheriff’s in-service academies.

Noel has the temperament needed for a good District Judge 

• Noel frequently serves as a pro tem judge in the Carson City Justice and Municipal courts.
• He has been appointed to act as a juvenile master for the Juvenile Division of the District Court, in conflict cases.
• Active participant in local (DA/courts/police) criminal data sharing efforts, and well as regional and statewide justice automation programs.
• He worked through college and law school as a firefighter in Nevada and Alaska, served as a Nevada Highway Patrol dispatcher, worked two sessions in the Legislature as a bill editor and proofreader, and served as an enlisted airman in the U.S. Air Force.
• Noel is a graduate of Carson High (‘66), University of Nevada, Reno (‘77) and McGeorge School of Law (‘81). He has four grown children who grew up in Carson City.
